Missouri Gov. Mike Parson Signs Pro-Life Bill to Help Stop Infanticide

On July 14,  Governor Mike Parson signed the Omnibus bill which Includes Multiple Issues, including an additional provision to the “Safe Place for Newborns Act of 2002.”

One issue included in HB 432 is an addition to the “Safe Place for Newborns Act of 2002.” The purpose of the original statute was to provide a safe place for people to drop off a newborn and not be prosecuted when surrendering a child that they cannot care for.

The addition of a medical incubator provision will give the personnel at the “qualified safe place,” defined in statute, another resource to provide a safe and secure environment for a newborn.

State Rep. Jim Murphy sponsored this “Newborn Safety Incubator” language included in HB 432. The Director of the Department of Health and Senior Services will be the Department that will provide oversight and promulgate all necessary rules and regulations for the administration of this medical equipment. These rules will include: governing the specifications, installation, maintenance, and oversight of newborn safety incubators.
