The Obama administration is threatening the 10 states that have defunded the Planned Parenthood abortion business after it as caught selling the body parts of aborted babies. Obama officials are sending letters to all states claiming that defunding Planned Parenthood is against federal law — in a move that could be a precursor to lawsuits against the states cutting of taxpayer funds.
The 10 states that have defunded the Planned Parenthood abortion company are Alabama, Arkansas, Arizona, Florida, Louisiana, Kansas, Missouri, Oklahoma, Texas and Wisconsin. And bills in the legislatures of Minnesota and Missouri would add them to the list.

The Medicaid program of taxpayer-paid health insurance for low-income individuals is a shared program involving both state and federal funding. States are required to put up a match to the federal dollars which varies by state and by program. In Missouri, for example, the average proportion is approximately 63% federal money and 37% state money.
Although states say they have a right to control their taxpayer dollars, the Obama administration disagrees, as the Washington Post reports:
The Obama administration on Tuesday warned officials in all 50 states that actions to end Medicaid funding of Planned Parenthood may be out of compliance with federal law.
Federal health officials said the letter from the Centers for Medicare and Medicaid Services is being sent to all state Medicaid offices to clarify that terminating certain providers from Medicaid is only justifiable if those providers are unable to perform covered medical services or can’t bill for those services. The guidance emphasizes that states cannot target providers for impermissible reasons and are required to treat similar types of providers equitably.
“CMS is sending a letter to all states to ensure they have a clear understanding of their obligation to follow longstanding Medicaid law guaranteeing that beneficiaries have the right to receive covered services, including family planning services, from any qualified and willing provider of their choice,” according to Marissa Padilla, a spokeswoman for the federal Health and Human Services department.
CMS has communicated with the individual state Medicaid offices in the past, but this is the first time the agency has warned all the states collectively, officials said.
Despite what Planned Parenthood claims, some of its former employees say it does not separate the taxpayer funds from its abortion practices. Former Planned Parenthood director Sue Thayer filed a lawsuit, Thayer v. Planned Parenthood of the Heartland, that alleges the abortion business submitted “repeated false, fraudulent, and/or ineligible claims for reimbursements” to Medicaid.

Last week, Nebraska state auditors also said they found evidence that Planned Parenthood illegally used taxpayer dollars for abortions.
Pro-lifers also have debunked Planned Parenthood’s claims that these defunding bills would reduce women’s access to health care. In 2015, the Charlotte Lozier Institute, the education arm of the Susan B. Anthony List, and Alliance Defending Freedom released a map showing the thousands of health care clinics in the United States that offer legitimate health care to women.
The map shows 13,540 U.S. community health clinics that provide comprehensive health care to women and families, compared to 665 Planned Parenthood locations. In Minnesota, there are 173 community health centers, compared to Planned Parenthood’s 18 locations, according to the report.
Planned Parenthood’s non-abortion services have been declining rapidly, according to its own annual reports. Between 2009 and 2014, Planned Parenthood’s cancer screenings and breast exams/breast care dropped by more than half, according to its annual reports. “Cancer screenings” fell from 1,830,811 to just 682,208 in that same period of time. “Breast exams/breast care” fell by more than half, from 830,312 in 2009 to 363,803 in 2014 and Pap smear tests dropped nearly two-thirds, from 904,820 to 271,539.

- In the first video: Dr. Deborah Nucatola of Planned Parenthood commented on baby-crushing: “We’ve been very good at getting heart, lung, liver, because we know that, so I’m not gonna crush that part, I’m gonna basically crush below, I’m gonna crush above, and I’m gonna see if I can get it all intact.”
- In the second video: Planned Parenthood’s Dr. Mary Gatter joked, “I want a Lamborghini” as she negotiated the best price for baby parts.
- In the third video: Holly O’Donnell, a former Stem Express employee who worked inside a Planned Parenthood clinic, detailed first-hand the unspeakable atrocities and how she fainted in horror over handling baby legs.
- In the fourth video: Planned Parenthood’s Dr. Savita Ginde stated, “We don’t want to do just a flat-fee (per baby) of like, $200. A per-item thing works a little better, just because we can see how much we can get out of it.” She also laughed while looking at a plate of fetal kidneys that were “good to go.”
- In the fifth video: Melissa Farrell of Planned Parenthood-Gulf Coast in Houston boasted of Planned Parenthood’s skill in obtaining “intact fetal cadavers” and how her “research” department “contributes so much to the bottom line of our organization here, you know we’re one of the largest affiliates, our Research Department is the largest in the United States.”
- In the sixth video: Holly O’Donnell described technicians taking fetal parts without patient consent: “There were times when they would just take what they wanted. And these mothers don’t know. And there’s no way they would know.”
- In the seventh and perhaps most disturbing video: Holly O’Donnell described the harvesting, or “procurement,” of organs from a nearly intact late-term fetus aborted at Planned Parenthood Mar Monte’s Alameda clinic in San Jose, CA. “‘You want to see something kind of cool,’” O’Donnell says her supervisor asked her. “And she just taps the heart, and it starts beating. And I’m sitting here and I’m looking at this fetus, and its heart is beating, and I don’t know what to think.”
- In the eighth video: StemExpress CEO Cate Dyer admits Planned Parenthood sells “a lot of” fully intact aborted babies.
- The ninth video: catches a Planned Parenthood medical director discussing how the abortion company sells fully intact aborted babies — including one who “just fell out” of the womb.
- The 10th video: catches the nation’s biggest abortion business selling specific body parts — including the heart, eyes and “gonads” of unborn babies.The video also shows the shocking ways in which Planned Parenthood officials admit that they are breaking federal law by selling aborted baby body parts for profit.
- Unreleased Videos: Unreleased videos from CMP show Deb Vanderhei of Planned Parenthood caught on tape talking about how Planned Parenthood abortion business affiliates may “want to increase revenue [from selling baby parts] but we can’t stop them…” Another video has a woman talking about the “financial incentives” of selling aborted baby body parts.
- The 11th video: catches a Texas Planned Parenthood abortionist planning to sell the intact heads of aborted babies for research. Amna Dermish is caught on tape describing an illegal partial-birth abortion procedure to terminate living, late-term unborn babies which she hopes will yield intact fetal heads for brain harvesting.
- The 12th video in the series shows new footage of Jennefer Russo, medical director at Planned Parenthood in Orange County, California, describing to undercover investigators how her abortion business tries to harvest intact aborted babies’ bodies for a local for-profit biotech company and changes the abortion procedure to do so.
