Pro-Life Groups Ask President Bush to Separate Abortion, Family Planning

Washington, DC (LifeNews.com) -- Representatives of 48 pro-life organizations have co-signed a letter to President Bush asking him to do more to limit the funding Planned Parenthood receives under the Title X family planning program. They say it should be doing more to separate family planning from its abortion business.

The Title X program is administered by the Department of Health and Human Services and has a history of being a prime funding source for abortion businesses.

Planned Parenthood did nearly 265,000 abortions in 2005 making it the largest American abortion business. While the family planning funds can't be used to do abortions or refer for them, pro-life advocates view the public funds as allowing it to use other resources for abortions.

They also say that giving Planned Parenthood the money to do family planning activities in the same facilities as abortions gives the impression the federal government is subsidizing abortion-related activities.

In FY08, Title X will be funded at the record high level of nearly $300 million -- a $17 million increase from the FY07 levels.

The Family Research Council, which coordinated the letter, and pro-life groups are asking President Bush to reinstate regulations to improve the policies governing the program similar to those in the Reagan and Bush administrations and upheld by the Supreme Court in 1991.

Those provisions provided for more separation of the family planning and abortion parts of Planned Parenthood. They were rescinded under the Clinton administration but never put back in place under President Bush.

"One thing that most Americans can agree upon is that abortion is not a form of family planning," the letter says. "Yet, these Title X funds continue to be used by abortion providers such as Planned Parenthood to promote abortion."

"We respectfully ask that you make the necessary changes to the Title X regulations to prevent U.S. taxpayer funds from being used to promote and facilitate abortion," the letter concludes.
