Texas De-Funds Planned Parenthood After it Sells Body Parts of Aborted Babies

After Planned Parenthood was caught in a series of 10 videos selling aborted babies and their body parts, Texas Governor Greg Abbott made decision to eliminate state taxpayer funding for the abortion business. One of the expose’ videos caught a Houston, Texas Planned Parenthood arranging for the sales of aborted babies and dissecting babies it had aborted and planned to ship off for sale to a biotech firm.

Today, the Office of Inspector General at Texas Health and Human Services Commission issued a letter ending Medicaid participation for Planned Parenthood affiliates in the State of Texas based on evidence of Medicaid program violations. The cancellation, consistent with Governor Abbott’s LIFE initiative, calls for funding to Planned Parenthood and other abortion providers out of taxpayer money to be eliminated completely, both at the State and local levels.

“Texas has stepped forward and shown its unyielding commitment to both protecting life and providing women’s health services,” said Governor Abbott.

In a statement sent to LifeNews.com, he added: “The gruesome harvesting of baby body parts by Planned Parenthood will not be allowed in Texas and the barbaric practice must be brought to an end. As such, ending the Medicaid participation of Planned Parenthood affiliates in the State of Texas is another step in providing greater access to safe healthcare for women while protecting our most vulnerable – the unborn.”

In the letter issued, the Office of Inspector General made the following points for ending Planned Parenthood’s enrollment in the Texas Medicaid program:

  • That Planned Parenthood and its affiliates are no longer capable of performing medical services in a professionally competent, safe, legal and ethical manner.
  • The termination of all Planned Parenthood affiliates will not affect access to care because there are thousands of alternate providers in Texas including federally qualified heath centers, Medicaid-certified rural health clinics, and other health care providers across the state that participate in the Texas Women’s Health Program and Medicaid.
  • The State of Texas requests cooperation in informing all clients and potential clients of alternatives where they can obtain Medicaid services from providers in good standing with the State.

John Seago of Texas Right to Life emailed LifeNews in response to the decision.

“Over the last seven years, Texas Right to Life has successfully spearheaded efforts to defund the abortion industry and Planned Parenthood from taxpayer dollars in Texas.  In every budget cycle, tens of millions of dollars have been redirected to health care programs that serve a broader spectrum of clients with a wider variety of services that do not include abortion,” he said. “Texas and other states continue to run into federal policies and laws that keep sizable amounts of funding flowing to the coffers of Planned Parenthood. ”

Seago had advise for other states looking to follow Texas’ lead:

“One way for a state to stop or delay Medicaid funding to abortion providers and to Planned Parenthood is to launch an investigation into whether these abortion providers have violated state or federal laws or committed Medicaid fraud. In Texas, Planned Parenthood is guilty of all three, as evidenced by undercover videos at a Houston abortion clinic plus the numerous Medicaid Fraud lawsuits against Texas Planned Parenthood affiliates.  What the abortion extremists, including Planned Parenthood, fail to accomplish through legislation, they seek to achieve through judicial activism; thus, Planned Parenthood is likely to run to the courts to protect their bottom line and taxpayer income.  Texas Right to Life is already working with high-ranking state officials to safeguard current laws, to protect tax payers from subsidizing the abortion industry, and to expand women’s health programs to comprehensive and life-affirming healthcare providers.”

The fifth undercover video in the controversy over Planned Parenthood’s sale of aborted baby parts shows the Director of Research for Planned Parenthood Gulf Coast, Melissa Farrell, advertising the Texas Planned Parenthood branch’s track record of fetal tissue sales, including its ability to deliver fully intact aborted babies.

“Where we probably have an edge over other organizations, our organization has been doing research for many many years,” explains Farrell. When researchers need a specific part from the aborted fetus, Farrell says, “We bake that into our contract, and our protocol, that we follow this, so we deviate from our standard in order to do that.”

Asked specifically if this means Planned Parenthood Gulf Coast can change abortion procedures to supply intact fetal specimens, Farrell affirms, “Some of our doctors in the past have projects and they’re collecting the specimens, so they do it in a way that they get the best specimens, so I know it can happen.”

The investigators ask Farrell how she will frame a contract in which they pay a higher price for higher quality fetal body parts, and she replies, “We can work it out in the context of–obviously, the procedure itself is more complicated,” suggesting that “without having you cover the procedural cost” and paying for the abortion, the higher specimen price could be framed as “additional time, cost, administrative burden.”

Farrell finally summarizes her affiliate’s approach to fetal tissue payments: “If we alter our process, and we are able to obtain intact fetal cadavers, we can make it part of the budget that any dissections are this, and splitting the specimens into different shipments is this. It’s all just a matter of line items.”

Farrell also indicates to the investigators over lunch that the specimen sales from her department contribute significantly to Planned Parenthood Gulf Coast’s overall finances: “I think everyone realizes, especially because my department contributes so much to the bottom line of our organization here, you know we’re one of the largest affiliates, our Research Department is the largest in the United States. Larger than any the other affiliates’ combined.”

At one point in the video, Planned Parenthood staff show off the body of a 20-week old twin baby aborted and sold for parts.

The expose’ videos catching Planned Parenthood officials selling the body parts of aborted babies have shocked the nation. Here is a list of all ten:

  • In the third video: Holly O’Donnell, a former Stem Express employee who worked inside a Planned Parenthood clinic, detailed first-hand the unspeakable atrocities and how she fainted in horror over handling baby legs.
  • In the fourth video: Planned Parenthood’s Dr. Savita Ginde stated, “We don’t want to do just a flat-fee (per baby) of like, $200. A per-item thing works a little better, just because we can see how much we can get out of it.” She also laughed while looking at a plate of fetal kidneys that were “good to go.”
  • In the fifth video: Melissa Farrell of Planned Parenthood-Gulf Coast in Houston boasted of Planned Parenthood’s skill in obtaining “intact fetal cadavers” and how her “research” department “contributes so much to the bottom line of our organization here, you know we’re one of the largest affiliates, our Research Department is the largest in the United States.”
  • In the sixth video: Holly O’Donnell described technicians taking fetal parts without patient consent: “There were times when they would just take what they wanted. And these mothers don’t know. And there’s no way they would know.”
  • In the seventh and perhaps most disturbing video: Holly O’Donnell described the harvesting, or “procurement,” of organs from a nearly intact late-term fetus aborted at Planned Parenthood Mar Monte’s Alameda clinic in San Jose, CA. “‘You want to see something kind of cool,’” O’Donnell says her supervisor asked her. “And she just taps the heart, and it starts beating. And I’m sitting here and I’m looking at this fetus, and its heart is beating, and I don’t know what to think.”

The full, unedited videos have confirmed that revelations that some aborted baby remains sold by Planned Parenthood go to biotech companies for the purpose of creating “humanized” mice. Meanwhile, Planned Parenthood has been exposed as having sold body parts from aborted babies for as much as 15 years.

The federal law that technically prohibits the sale of aborted babies and their body parts was written by a pro-abortion Congressman decades ago and essentially spells out a process by which sellers of aborted baby body parts can meet certain criteria that allows the sales to be legal. That’s why a Colorado congressman has introduced legislation to totally ban the sales of aborted baby body parts.
